The City Council of Comfrey met in regular session Monday, March 3, 2014 at 5:00 PM in the community center with all members present. Mayor Richter presided.
The Pledge of Allegiance to the Flag was recited.
The agenda was approved as presented.
February 5, 2014 regular meeting minutes were read and approved on motion of Arnsdorf, seconded by Evers and carried unanimously.

The January and February financial report were approved on motion Arnsdorf, seconded by Evers and carried unanimously.
The first responder minutes were reviewed.
Police Chief Meyer presented the monthly police report.
Public Works Director Berberich reported he had a couple frozen pipes out at the waste water treatment plant. He also noted he believes the problem at the water treatment plant has been fixed by replacing an electrical contact on the high limit level on the filtration basin. The lawn sprayer the City annually rented from Rob’s Service Center has come up for sale. On a motion by Kastner, seconded by Evers and carried unanimously the sprayer will be purchased for $100. Berberich also discussed with the council the hiring of Craig Moody as on-call/part-time in the public works department. A motion was made by Evers, seconded by Schmitt and carried unanimously to hire Moody at $12.00 per hour on an on-call/part-time basis.
Arnsdorf presented the library board report.
John Schmitt was appointed as the City of Comfrey Emergency Manager on a motion by Arnsdorf, seconded by Evers and carried unanimously.
The second reading of Ordinance #172, an amendment to Section 1 of Ordinance #157 stating the utility deposit may be refunded before termination of service if the customer has a payment history with no delinquencies for a period of 12 consecutive months. This ordinance passed unanimously after a motion was made by Arnsdorf and seconded by Evers.
The Liquor Catering Contract for the community center with the Comfrey Bar and Grill was discussed and reviewed by the council. The contract was approved on a motion made by Arnsdorf, seconded by Schmitt and carried unanimously.
The City owned property on County Road 16 was discussed as a party has expressed interest in the possible purchase of the property. Council indicated interest to sell and set parameters for negotiating a sale price.
City pet license guidelines were also discussed and the possibility of changing from an annual renewal to a 3 or 5 year renewal. The clerk will gather additional information for a future meeting.
