The City Council of Comfrey met in regular session Monday, August 1, 2016 at 7:00 PM in the community center with all members present.  Attorney Paul Muske was also present. Mayor Richter presided.

The Pledge of Allegiance to the Flag was recited.

The agenda was approved with addition of softball tournament under new business.

July 6, 2016 regular meeting minutes were approved on motion of Arnsdorf, seconded by Schmitt and carried unanimously.

July financial statement was reviewed and approved on motion by Arnsdorf, seconded by Evers and carried unanimously.

Fire Chief Berberich has scheduled 3 different vendors to show their turnout gear to the department.  He hopes to place the order sometime in September.  The new gear will take 3 to 6 months to receive.

Berberbich reported all plants are working well. The seal coating has been completed and so far very satisfied with the job that was done.

First Responders Captain Barnes reported they have been invited to Gaylord to participate in their town parade so the rig will be out of town on August 13th.

Chief Meyer reviewed the police report with the council.

The library board report was reviewed. Arnsdorf informed the council both Anna Nehring and Troy Stresemann will be going off the board.

Mike Swan from Agrinatural Gas let the council know they are still short on interest for natural gas. Their latest numbers show 126 (102 residential and 24 commercial) interested in town with no response from 61 households. They also have received interest from 9 grain dryer setups, 3 hog barns and 5 shops. The report will be reviewed by the city to see if there would be any additional interest.  Swan will be in contact with farmers along the way also. He has a board meeting later this month and will present to them his findings. He said there are other projects the city is completing against for funding. Swan will forward us a sample franchise agreement which would be the next step in the process. 

No action was taken handicap parking at the apartments.

Andrea Toll was appointed as the replacement election judge for Cathy Berberich on a motion made by Arnsdorf, seconded by Evers and carried unanimously.  

A motion was made by Evers, seconded by Schmitt and carried unanimously for Michelle Kastner and Mike Wegner to participate in the Bridging Brown County Leadership Program.

The time for the long range planning meeting on August 10th was changed from 6:30 to 6:00 PM on a motion made by Arnsdorf, seconded by Evers and carried unanimously.

A land use permit was approved for Clara City Telephone to put up another satellite antenna on a motion made by Arnsdorf, seconded by Schmitt and carried unanimously.

A motion was made by Kastner, seconded by Schmitt and carried unanimously to appoint Nathan Hesse to the library board to complete the term of Anna Nehring.

Clerk Kelly informed the council that minimum wage increased to $9.50 on August 1st and the city has 2 positions affected by this. Summer help and the library assistant will both be increased to $9.50 per hour as of August 1, 2016 on a motion made by Kastner, seconded by Schmitt and carried unanimously.

The annual Fire Relief Association report Form SC-16 was approved on motion of Arnsdorf, seconded by Evers and carried unanimously. No additional contribution is required for 2017.

The library certification of minimum local support for operating expenses requirement for 2017 was set at $12,900 by the state.  This is unchanged from last year and is the minimum base amount required to continue participation in our regional public library system.

A cigarette license was approved for Mike’s Market on a motion made by Kastner, seconded by Schmitt and carried unanimously.

A motion was made by Kastner, seconded by Schmitt and carried unanimously to authorize Comfrey Bar and Grill, LLC to serve alcohol at the North Park between the hours of 10:00 AM and 11:00 PM on Saturday and 10:00 AM and 6:00 PM on Sunday, August 13and 14, 2016 during the Kyle Kopischke Softball Tournament.  No city license is required because Comfrey Bar and Grill’s liquor license and insurance will cover the event.
