The City Council of Comfrey met in regular session Monday, June 6, 2016 at 7:00 PM in the community center with all members present but councilor Evers.  Attorney Paul Muske was also present. Mayor Richter presided.

The Pledge of Allegiance to the Flag was recited.

The agenda was approved with the addition of clerk’s certification under old business and aerial photo under new business.

May 11, 2016 regular meeting minutes were approved on motion of Arnsdorf, seconded by Schmitt and carried unanimously.

The following bills were approved on a motion by Schmitt, second by Kastner and carried unanimously.

May financial statement was reviewed and approved on motion by Arnsdorf, seconded by Kastner and carried unanimously.

Berberich reported he is having some issues at the water plant with sensors not working properly. The shelter has been completed and people seem very happy with it. GAGS Sheet Metal should be starting the repair of the municipal building roof the week of June 13th.  A motion was made by Arnsdorf, seconded by Schmitt and carried unanimously to rent an angle broom from RDO Equipment for street sweeping. Seal coating is scheduled to be done in July.  We will not be able to do the streets around St Paul’s church as planned because of the construction project. The dust control was done on June 3rd.

Berberich reported the fire department has received all of the equipment from the Pheasants Forever grant.

First Responders had no report.

Chief Meyer reviewed the police report with the council.

The library board report was reviewed.

No update from Agrinatural Gas

The first reading was held of Ordinance #185 extending the franchise agreement with Hanson Communications for cable television in Comfrey until July 6, 2028.

            No further update on the request for handicap parking in front of each apartment building.

            Logan Kelly was approved to be hired for summer help at $9 per hour on a motion made by Schmitt, seconded by Kastner and carried unanimously.

The three year MCFOA Certification process was revisited.  Councilor Arnsdorf reviewed hiring notes and a dollar per hour pay increase was to be received once the required 3 year clerk’s certification was completed.  A motion was made by Arnsdorf, seconded by Schmitt and carried unanimously for Kelly to receive a dollar per hour increase effective May 16, 2016. 

            Land Use Permits were approved for Scott Olson to build a garden shed and fence and Laura Savage to replace her front steps on a motion made by Kastner, seconded by Arnsdorf and carried unanimously.

A resolution expressing acceptance and appreciation for a donation of $100 from Schwartz Farms to the Fire Department was approved on a motion made by Kastner, seconded by Schmitt and carried unanimously.

            Councilor Arnsdorf and Kastner along with community member Bruce Stresemann were appointed by Mayor Richter to the Animal Control Review Panel.

            A motion was made by Schmitt, seconded by Kastner and carried unanimously to change July’s council meeting to Wednesday, July 6, 2016 and September’s council meeting to Tuesday, September 6, 2016 due to holidays on the regularly scheduled meeting dates

A first reading was held of Ordinance #186 opting out of the requirements of Minn Stat 462.3593, which defines and regulates temporary health care dwellings.

No action was taken to purchase an updated aerial photo of the City of Comfrey.
