The City Council of Comfrey met in regular session Monday, May 6, 2013 at 7:00 PM in the community center with all members present. Attorney Paul Muske was also present. Mayor Richter presided.

The Pledge of Allegiance to the Flag was recited.

The agenda was approved as presented.

April 1, 2013 regular meeting minutes were read and approved along with special meeting minutes on April 22, and April 29, 2013 on motion of Evers, seconded by Schmitt and carried unanimously.

 The April financial report was reviewed and approved on motion of Herrig, seconded by Schmitt and carried unanimously.

Police Chief Meyer presented the monthly police report.

Public Works Director Berberich reported both plants continue to run well.  For safety requirements, an explosion proof cabinet is needed to store all of his paints and other chemical/cleaning supplies with an estimated cost of $900. The 20 foot extension ladder is also in need of replacement at an estimated cost of $200.  On motion of Arnsdorf, seconded by Schmitt and carried unanimously, permission was given to move forward with the purchases.  The metal bathroom door at the south park rusted through and needs to be replaced at an estimated cost of $600.  On motion of Evers, seconded by Schmitt and carried unanimously, approval was given to replace the door. 

The council was also informed M&R Paving will be doing the underground work for the Highway 258 project and they hope to start the end of May and have work completed in town by the middle of July with the cooperation of the weather.  The storm sewer on the corner of Dewey and George Street will need to be dug up to repair as the jetter clean did not work.  Motion made by Arnsdorf, seconded by Herrig and carried unanimously to contact SW Dust Treatment to treat specified gravel streets in Comfrey at an estimated cost of $1900.  Berberich informed the council he had requested quotes from Ground Zero, and Bargen for crack sealing.  A quote was received from Bargen at $1.75 per foot.  No quote received from Ground Zero.  On motion of Arnsdorf, seconded by Herrig and carried unanimously the bid was accepted from Bargen.

 Arnsdorf reported the library board met and the minutes were reviewed.

Desiree Hohenstein from BrownCounty presented information on a Hazard Mitigation Plan for BrownCounty.  She identified some of Comfrey’s possible hazards as chemical exposure, drought, tornado, wind event, flooding, and structural fires.  The report will be submitted to FEMA in the near future for approval.

On motion of Arnsdorf, seconded by Herrig and carried unanimously four land use permits were granted to ComfreyPublic School for a concession stand/restroom facility, Greg Hoffman for a storage shed, Andrea Toll for a swimming pool/fence and the Albion Johnson Post #244 for the B-47 Memorial at the North Park.  The fee for the memorial land use permit was waived because it is on city property.

Brief discussion was had regarding a clothing policy and also a hiring process.  The clerk will bring additional information to next months city council meeting.

The July 1, 2013 through June 30, 2014 liquor licenses for Goodfellaz Grill and Bar LLC were approved subject to the verification there have been no liquor law violations in the last 5 years on a motion of Herrig, seconded by Arnsdorf and carried unanimously.

Malt Liquor On-Sale license for 3 locations was requested by Comfrey Area Pride for Community Days July 12th – 14th, 2013.  On motion of Herrig, seconded by Evers and carried unanimously approval was granted.
