The City Council of Comfrey met in regular session Monday, July 2, 2012 at 7:00 PM in the community center with all members present except councilor Herrig. Attorney Paul Muske was also present. Mayor Richter presided.
The Pledge of Allegiance to the Flag was recited.
The agenda was approved as presented.
May 7, 2012 and June 4, 2012 were read and approved on motion of Arnsdorf, seconded by Evers and carried unanimously.
On motion of Arnsdorf, seconded by Schmitt and carried unanimously, the following bills were approved:

The June financial report was reviewed and approved on motion of Evers, seconded by Schmitt and carried unanimously.
Fire Chief Warner reported that tanker truck #5 had a DOT inspection and found some major problems. The brakes, exhaust, windshield, and tires are a few things that need attention. Chief Warner called Miller / Sellner and as of today the bill stands at $8,783.06. He stated that because of the findings with Truck #5, it was voted by the fire department to DOT all the fire trucks except #3. ARMER radio “Go Live” date for BrownCounty is currently scheduled Aug 29th. Warner also reported the FEMA grant application was complete.
Police Chief Jim Meyer reported June was a quiet month with only 15 calls. He stated the cameras which have been installed in the apartment have been beneficial in solving 2 calls. Chief Meyer also reported donations were made to the library and the police department. A concerned citizen was present and discussion was held about properties that need to be cleaned up. Property owners will be given nuisance notices and a hearing will be held at the August 2, 2012 council meeting.
Steve Berberich reported both plants are working well. John Carney from MPCA was out and did the final inspection of the waste water treatment plant. Inspection went well and he was pleased with how the finished project looked. Berberich received a quote from John Vogel to sand, prime and paint 25 street light poles at an approximate cost of $3000. On motion by Arnsdorf, seconded by Schmitt and carried unanimously it was voted to hire Vogel to paint the street light poles.
Arnsdorf reported on the June library board meeting. June minutes were not completed and will be handed out at August council meeting. The summer reading program was a big hit with 70 kids signing up. She also noted the library will be closed for a week in August for cleaning.
Troy Toll was appointed to the zoning committee vacancy on motion of Schmitt, seconded by Evers and carried unanimously. Toll will complete the term of Russ Herrig which expires in August, 2014.
A first reading was held of an amendment to ordinance #112, paragraph 9.02 of section 9, appointing Zoning Committee members.
The council decided it would not advertise the city owned property on Highway 258 at this time.
Hours and wages were discussed for Linda Weber. On motion of Evers, seconded by Schmitt and carried unanimously Weber’s wage was set at $15/hr with hours on an as needed basis.
A Land Use Permit was presented for Janelle and Gary Richter to add a bump out on a garage. It was determined that a variance would be needed. On motion of Arnsdorf, seconded by Evers and carried unanimously, a public hearing before the zoning committee to consider a variance request under the zoning ordinance was set for 6:45 pm, August 2, 2012.
On motion of Evers, seconded by Schmitt and carried unanimously, approval was given for attendance of 2 people to this year’s NetworkBrownCounty program sponsored by BridgingBrownCounty. Councilors suggested city clerk, Tammy Kelly, partake in the program.
On motion of Arnsdorf, seconded by Evers and carried unanimously, approval was given for the annual LP contract with Harvest Land Coop. The contract is for 9000 gallons of LP at $1.21.
The August city council meeting was moved to Thursday, August 2, 2012 due to scheduling conflicts and the September city council meeting was moved to Tuesday, September 4th due to the Labor Day holiday. This action on motion of Evers, seconded by Schmitt and carried unanimously.
