The City Council of Comfrey met in regular session Tuesday, September 4, 2012 at 7:00 PM in the community center with all members present.  Attorney Paul Muske was also present. Mayor Richter presided.

            The Pledge of Allegiance to the Flag was recited.

            The agenda was approved as presented.

            August 2, 2012 were read and approved on motion of Arnsdorf, seconded by Herrig and carried unanimously.

           The June financial report was reviewed and approved on motion of Arnsdorf, seconded by Schmitt and carried unanimously.

            Police report was reviewed.

            Berberich reported both plants are working well.  The county road project is moving along and they will finish the cement work this week.  No start date set for the milling.  The water meters have all been installed but we are still waiting on the hand held to be shipped.  The storm drain project on Green Street was completed with all parties involved being satisfied.  Berberich received the results from the waste water treatment plant inspection and no deficiencies noted.

            Fire Chief Warner reported the safety inspections on the trucks are still in progress with some additional work yet to be done on them.  A KNOX box is being installed out at the Jeffers Petroglyphs which will be a big benefit if there was a fire call out there.  BrownCounty is still not up on the ARMER radio system with no start date set.

Arnsdorf reported on the August library board meeting.  Arnsdorf notified the council the library will be losing some funding from TDS in 2014. 

Discussion was had about the nuisance properties and the progress that has been made.

The gambling applications for St. Paul’s Catholic Church (October 28, 2012) and the Comfrey Fire Relief Association (November 17, 2012) were approved on motion of Arnsdorf, seconded by Evers and carried unanimously.

On motion Evers, seconded by Herrig and carried unanimously the 2013 Certification of Minimum Local Support for the operating expenses of the public library is set at $12900.  This is the minimum base amount required to continue participation in our regional public library system.

The Comfrey Fire Relief Association came before the council requesting an increase in their retirement benefit from $625 per year to $700.  They are eligible for this retirement benefit after 20 years of active service.  The last increase was in 2008.  On motion of Arnsdorf, seconded by Schmitt and carried unanimously with Herrig abstaining, the retirement benefit was increased to $700 effective January 1, 2013.

Sanitary Survey Report for Comfrey Public Water Supply was presented and approved on motion of Arnsdorf, seconded by Evers and carried unanimously.

Councilors reviewed the proposed 2013 expenditures and revenue.  A proposed budget includes expenditures of $568,593.43 and revenues of $540,555.50.  The proposed levy included:

            General Fund                          $152,500

            Capitol Equipment Fund            27,500

            Debt Service                               14,403

The proposed 2013 budget and proposed 2013 levy were approved on motion of Arnsdorf, seconded by Schmitt and carried unanimously.
